No country in the world, whatever its level of development, is immune from the phenomena of corruption. Corruption poses serious threats to democracies, since the corruption sometimes takes such proportions that it risks restricting economic growth and impeding the efforts accomplished in view of establishing good governance.

 

It leads, in the long term, to the degeneration of the social fabric and distorts the economic system and the political structure of the States.  An obstacle to sustainable development, corruption widens economic disparities and facilities organised crime.

 

According to the Council of Europe, as for judicial corruption, it "damages the rule of law, promotes impunity, leads to unfair trials and makes the general fight against corruption much more difficult". 

For the past few years, efforts accomplished on the international scale and at the State level, to combat corruption, encourage transparency and increase accountability are expanding, because one better understands the political, economic and social cost of corruption.

 

Through this mobilisation, significant victories were won, but other battles are to be fought: training is one of them. Consequently, dedicating an entire training session to corruption and its prevention by public authorities, but also to behaviour detection and a crackdown on offences which can be set up, was a necessity.

 

Intended for French and foreign professionals (judges and public servants) who are confronted in administrative or judiciary management by cases of corruption - or similar – and by their prevention, this session offers to raise awareness and train these professionals as to both the prevention and the suppression of this phenomenon.

 

In particular, the session will make it possible for expertise from the Service Central de Prévention de la  Corruption (Central Service for the Prevention of Corruption) (SCPC)  to be available to the participants , as well as the technical and legal tools allowing them to better detect, regulate and handle this type of behaviour.

 

All of the stakeholders from the various sectors concerned: SCPC, sociologists, financial judges,  prosecutors,  specialised investigators, lawyers, university professors, representatives of GRECO, of the OCDE of the CESDIP, of ONG, financial intelligence services (TRACFIN), senior officials of the Ministry of Justice  (DACG), of finance or of foreign affairs, directors from the private sector, etc.

 

They will take part during the session in the form of conferences but also round tables and debates on particular points of view (international action, the point of view of civil society, etc.), in order to share their experiences and their knowledge of the phenomenon and their handling of it, with the objective being a better awareness of the challenges of corruption, both in France and at the international level. 

 

This session is open to judges, prosecutors, police officers or members of another State administration specialised in the fight against corruption and other breaches in the duty of probity.

Language regime: French and English

 

 

IMPORTANT: All those who had participated on the event are obliged to upload REPORT from this event within 30 days after their return and no later than 31 December 2014. The report may be written in Slovak or English language.
